cant see top panel of forums

when im logged in, i cant see the top panel with the shout box and websites
i have seen this on my own computer and the one i use at work
both of which i have cleared my all temp internet files and cookies and such with no change

I did this accidentally and freaked out. X, you see that triangle next to Home/Help/Search/Profile/..... ?  Click it. See if that helps.
