All of a sudden now if I play a video in fullscreen its choppy and in slow motion, never used to do this before....anyone know why this would occur?

Sounds like dust build-up on your video card... buy one of those co2 spray cans with one of those skinny extensions that usually come with WD40...open up your box and use it to make your motherboard/cpu + v card look brand new, although the 2nd is untouched figuratively speaking. . .

In what programs? VLC, Windows Media Player, Flashplayer (Youtube)? Did you update the affected program recently?

ive seen this issue frequently with missing driver extensions in linux to encode videos with the graphics card instead of cpu probably a codec issue in windows honestly... or overheating like haunted said, graphics cards throttle differently though

Could also be a symptom caused by a virus, rootkit, or any one of the various forms of malware easily acquired around the internet. Might wanna try running an in-depth scan with whatever antivirus you use as well as maybe a 2nd and 3rd antivirus just to make doubly sure. Malwarebytes Anti-malware is usually a good free secondary scanning program to use.
