I've seen a scene from that for some kind of "worlds bloodiest action moments" website. It involves a guy in a jailcell and they send in an assasin. The guy in the jailcell punches completely through the assassin's arm. It's all basically the same things as "king boxer" in which a guy with broken hands learns the "iron fist" technique which makes his hands invincible at which point when he punches he leaves hand shaped wounds in people. Eventually he breaks a sword in half and rips a man apart with his hands (not as bloody as this). Nothing new really.
