I'm not sure I'd agree - because then what if toxic started "cloning" to silence or boot you?

If he's really being obnoxious, maybe post a condump.  There's always the possibility of a perma-mute...

Maybe so.  My point is, let's find another way to address the situation besides "cloning". 

Trying to allow "cloning" in just certain special cases, sounds like a recipe for me to be flooded with complaints like, "he cloned, and forced a vote, but it wasn't justified!!"

However, if you can post some condumps of toxic being really annoying, espeically while not playing, etc... then I'll definitely consider a perma-mute.

yeah every single time toxic comes in he spams "OMG ITS FULL OF NOOBS!!!!" then he just fucken sits there saying "noob map, gay map, faggot (bundle of sticks) map" the whole time he plays. i dont know how he expects any one to like him. i have tried but he just acts like an asshole to everybody who plays q2 jumpmod

Nope, he always complains about the maps but, he never plays them. he comes to observe and call out Omg its full of noobs at least 20-30 times a day.
