I'm logged in but when I try to use the shoutbox it tells me that I forgot to fill in one of the fields.

No idea. Which browser do you use? Maybe try logging out and back in again?

Strange. I've used it without problems in Firefox, IE, and Safari...

I can only use the shout box while viewing a random post.
