Not really. I'm not sure on the specific technicals of it, but it seems like because the technology that produced Quake2 was so unadvanced, the intelligence levels of any bots for Q2 is gonna be pretty awful. Unfortunately what it means to have a tougher game against bots in Q2 is that you jack up their "skill" setting which really only effects how ridiculously accurate they are with their shots like when they are running AWAY FROM you, you round a corner behind them, and they instantly flick 180degrees and nail you with a railgun... and they keep running away the whole time. :D The skill settings on most bots really doesn't effect their weapon selection, defensive spam, or anything else. Hop on the tastyspleen zigbot server if you want a quick example of how retarded bots can be. Not knocking that server at all, it's a great addition to the network for times when no one's on and you just HAVE to play. But... it's always preferable to play against human opponents. There isn't one bot out there for Q2 that's gonna do all the things that a human opponent might do with movement, item control, and situational weapon selection.

From what little I've seen of bots, the gladiator bots seem to be the best one out there. I have no idea where to get it or how to use it. My clanmate Dervish has them loaded on the clans 2 servers, maybe he'll see this and offer a hand.

In terms of setup, bots like gladiator and eraser are the easiest

For gladiator bots you can run a local server using the OSP tourney mod, configure the server how you want and launch it using a little frontend pretty simply after a little bit of fiddling around. It has pretty good documentation and the config files are named and well commented so you can figure out what stuff is fore pretty easily.

The bots right out of the box have a variety of playstyles and levels of skill, so they kind of emulate playing different people.

http://osp.dget.cc/orangesmoothie/downloads/tourney-2.5-win32-x86.zip

For those you will need an .aas file residing in your tourney folder for the map you want them to play. It's a file that holds all of the paths in the map for them. These can be automaticlly made using a program that comes with the tourney mod called winbspc. It will convert a q2 map and make an aas file then the first time you load the map the mod will do calculations for the bots and save a final version.
After that you never have to do it again. It comes with them for the stock deathmatch maps.

Another fairly simple one was the Eraser bot. This is the latest version of that I have:

http://dervish.tastyspleen.net/files/Eraser101_Full_final.exe

Also has a frontend, and they are somewhat configurable and can play different game types to some degree.

If you want to see the gladiators in action, you can try them on the irtdm2 server via goto.
(about half of ones I have on there are modified to be a bit more punishing, but it's the same mod and stuff)

When you're on a team, with nobody else ingame, put "vote bot #" in console and it should put in that many. They will duel and play teams to some degree, but they don't move as well as people can.

Also, quadz runs an ffa server with a 3rd kind of bot that has a lot better or more varied movement skills.
This one you can get to on the TS servers via "goto zigbot" in console. They can be pretty fun and this requires the least effort to hop on and just play.

The zigbots have shitty movement in my opinion. If you're on the zigbot server for a while, you'll notice they have a weird jump sometimes where they crouch in mid-air, and can often double-jump off of NOTHING straight up in the air.
