How can you read the logs on a server that you are not connected to?

Some people seems to be able to read the logs on other servers that they aren't conected to, like on http://faderjok.tastyspleen.net/quake2/logs/spawnycrazy.txt
There has been a few occasions where I received an invite! from someone on another server that said something about what I was doing or saying. I have no idea how they could know what I was saying while they were connected to a different server. How do they do this? How can you read the logs on a server that you are not connected to?
