Agreed. Reportedly the cheaply-built apt. complex only had a single shut-off valve for the entire building, and it was behind a locked door. (And the on-site manager either didn't have the key, or needed some sort of permission from the management company?)

Dang. When I lived in a similarly cheaply-built complex there was still a ball valve to shut everything off.

After having well water for over 2 years I doubt I'll go back to county/city water ever. Reverse osmosis plus a water softener is all ya need. Very little maintenance.
