I'm seeing it too. No packetloss (thankfully) but a very bad route geographically. Will open a support ticket.

Punk: Indeed, it does seem concerning. Last seen Feb 3 in Q2, and Feb 4 (early AM) on the Forum. I'd tried reaching out on the 3 email addresses I know of, but no reply.

Avoozl: What is the error message?
Sometimes Anti-Virus software will block the installation of anticheat.dll, so maybe check your AV logs to see if anything is being blocked/quarantined.

I don't recall the specifics of q2max_hires_textures.pak (from 2006) but if you right-click on the link your browser should have a "Save as..." option.

Not sure what's causing the slow-forum-loading; but I've seen it sporadically here too.
Will be interested to see if the move to the new (faster) server changes things. (Have a hard deadline of Nov 23rd to move everything over.)
