The server would have logged something like "ANTICHEAT FILE VIOLATION: .... has a modified sound/weapons/rg_hum.wav [<file hash>]" whenever the railgun hum sound was played on M's end,
where <file hash> is the SHA-1 hash of the file that got played. Admins would have cross checked this file hash against the hash of the same file in the pak. It must have been the same, meaning he was using the rg_hum.wav that came in the pak (which was fine) and not something else. Hence he was cleared of any wrong doing.
You can check this yourself via Windows command:

It should result in file hash = ba7acb39c053b8aa05ac1798d48faa18a50da145
