Also reminding everyone that all those file checks mean is that he has a custom sound pak, not necessarily that he's cheating

Yes a demo is considerably more useful. This is much better than a 'wallhacks' said on server, but a 12 second clip isn't remotely conclusive of anything.
If there's a demo of someone shooting when rounding corners, only when someone is there, and not shooting when it's clear.. sure that could be suspicious. Someone rounding a corner shooting once and then not shooting when rounding the next corner when the opponent is actually there is far from suspicious on its own tho.
